Business Investor Program - Manitoba

The Entrepreneur Pathway (EP) allows Manitoba to recruit and nominate qualified business people from around the world who have the intent and ability to move to Manitoba and establish, purchase a business or become partners in an existing business after arrival in Canada on a temporary work permit.

The renewed EP replaces the previous MPNP-B stream. Applicants are no longer required to submit a deposit of $100,000 to the Manitoba government.

Step 1: Self-assess your eligibility and conduct business research

The minimum eligibility requirements for the Entrepreneur Pathway are:

  • Business experience: Minimum of three (3) years of full-time work experience in the past five (5) years either as an active business owner (minimum 33% or one-third ownership) or working in a senior management role of a successful business.
  • Net worth: Minimum of $500,000 CAD
  • Official languages proficiency: Minimum CLB/NCLC 5
  • Education: Minimum Canadian high school certificate equivalent

Step 2: Submit your Expression of Interest to the MPNP

Once you have completed Step 1, you can submit your Expression of Interest (EOI) along with the following forms:

  • Business Concept Form
  • Self-Assessment Form

All EOIs received are reviewed within four weeks. The government will issue either a Letter of Advice to Apply (LAA) if the EOI meets the Program's requirements or a feedback letter if the EOI is unsatisfactory.

Step 3: Receive a LAA and submit your complete application

You will be required to pay a processing fee by wire transfer when submitting an application. Processing fees are not refundable.

Step 4: Assessment of your application

A complete application will be assigned to a Business Immigration Officer (BIO) for full assessment. The assessment of the application is based on the established eligibility criteria.

Step 5: Establish your business in Canada and fulfill the BPA

  • Report upon arrival

Once you have received a work permit and arrived in Canada, you must notify the government in person, within 30 days of the Date of Arrival, to provide your Canada address and telephone number. You will be assigned to a Business Immigration Officer, who will become your contact person for any questions and concerns you may have going forward.

  • Progress report

You are required to submit the following Progress Reports to the government:

1.First Progress Report: within six (6) months of the Date of Arrival; and

Final Progress Report: no later than 20 months after the Date of Arrival

Step 6: Final recommendation

If the PNP is convinced that you have successfully fulfilled all the terms and conditions of your BPA, a recommendation will be made to nominate you. This recommendation will be reviewed by the Director of the PNP before a final decision is made to issue you a Confirmation of Nomination. The Confirmation of Nomination will be sent to you by email.

Who cannot apply to the MPNP?

The following are not eligible to submit an application to the MPNP:

  • Refugee claimants, or individuals involved in a federal appeal or removal process.
  • Live-in Caregivers currently living in Canada
  • Temporary foreign workers currently working and residing in a province other than Manitoba.
  • Spouses of Canadian citizens or permanent residents
  • Individuals who have been refused by the MPNP within the last six months and who are not able to address the reason(s) for refusal
  • Individuals who have an active immigration application with any other provincial immigration program or federal immigration program in Canada. Note: an Express Entry profile is not considered an immigration application.

If you or your spouse already have an active MPNP application, you are not eligible to submit an additional application to any other stream/pathway of the MPNP.
